Snap locks into a fixed length of 6 feet. It collapses to 41.5 inches. It's used to elevate a radio antenna to 6 feet plus the height of the tripod setup.

It comes with a 3.5-inch diameter Plate Adapter (#5182-002) to attach to any 5/8-11 tripod.
